        <![CDATA[<p style="margin: 0in 0in 0pt" class="MsoNormal"><font size="3"><font face="Calibri"><b>WADESBORO, NC</b> &ndash; This week, Representative Larry Kissell (NC-08) announced that $612,418 in federal and state funds were awarded to the Anson County Airport for the rehabilitation and improvement of the apron and runway approaches.</font></font></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><o:p><font size="3" face="Calibri">&nbsp;</font></o:p></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><font size="3" face="Calibri">The funds will be used for projects to replace asphalt and improve infrastructure at the facility, as well as make improvements to provide a more clear flight path for aircrafts. The North Carolina Division of Aviation awarded state funds totaling $451,700, and $160,718 in federal funding provided by the Federal Aviation Administration (FAA).</font></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><o:p><font size="3" face="Calibri">&nbsp;</font></o:p></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><font size="3" face="Calibri">&ldquo;This funding is a great example of government working together at all levels to help improve infrastructure and transportation resources in the 8th District and throughout North Carolina,&rdquo; said Kissell. &ldquo;These funds will help to improve and maintain the airport and continue to provide service to folks in Anson County and across our region. Regional flight ability is a vital aspect of economic development and a highlight of what our district has to offer in so many of our counties, and I&rsquo;m glad to have worked to help secure this important funding.&rdquo;</font></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><o:p><font size="3" face="Calibri">&nbsp;</font></o:p></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><font size="3" face="Calibri">These capital improvement projects are funded in part at the federal level through the FAA&rsquo;s block grant program, which awarded more than $22 million in funding to the N.C.         <![CDATA[<p style="margin: 0in 0in 0pt" class="MsoNormal"><font size="3"><font face="Calibri"><b>WASHINGTON, DC</b> &ndash; Representative Larry Kissell (NC-08) scored another major victory for the American textile industry early Thursday morning, successfully passing an amendment introduced to the Defense Authorization Act that would require that the production and manufacturing of all components of Afghan National Army and Afghan National Police uniforms be done entirely in America.</font></font></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><o:p><font size="3" face="Calibri">&nbsp;</font></o:p></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><font size="3" face="Calibri">Kissell&rsquo;s amendment will close a loophole in Department of Defense contracting that allows foreign fabrics from China, Vietnam and elsewhere to be used. The legislation now ensures that U.S. taxpayer dollars are spent supporting U.S. textile companies and workers.</font></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><o:p><font size="3" face="Calibri">&nbsp;</font></o:p></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><font size="3" face="Calibri">&ldquo;Since my first day in Congress, I&rsquo;ve worked to ensure that American businesses are given a fair shot by our government, and this is another instance in which we should accept nothing short of Buy American,&rdquo; said Kissell. &ldquo;If taxpayer funds are being used, they should be used in every possible way to promote U.S. businesses and American workers. I spent most of my adult life working in textiles, and I know the pride&nbsp;that American textile workers&nbsp;take in the apparel and uniforms they make for our troops. American made goods are the best in the world, and I&rsquo;m glad I could help close this loophole and take steps to protect and create jobs right here in North Carolina.&rdquo;</font></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><o:p><font size="3" face="Calibri">&nbsp;</font></o:p></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><font size="3" face="Calibri">Kissell&rsquo;s amendment passed the House Armed Services Committee by a vote of 41-20. It will now be included in the final text of the bill as amended, H.R. 4310, the FY 2013 National Defense Authorization Act. Textile industry representatives praised Kissell for his leadership in identifying the loophole and acting quickly to close it.</font></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><o:p><font size="3" face="Calibri">&nbsp;</font></o:p></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><font size="3" face="Calibri">&ldquo;Congressman Larry Kissell came to Congress to fight on behalf of workers in North Carolina and across our nation. He proved it again late last night by successfully offering an Amendment to the Defense Authorization bill that would ensure that procurement contracts funded by taxpayers are benefitting U.S. businesses and their workers,&rdquo; said Cass Johnson, President of the National Council of Textile Organizations. &ldquo;In this case, Rep. Kissell identified a loophole that would allow Chinese yarns and fabrics as opposed to U.S. inputs to be used in the manufacture of uniforms to outfit the Afghan army and police. On behalf of our textile manufacturers, we salute Congressman Kissell and all of his efforts to ensure that textile manufacturers are not shut out of Department of Defense procurement.&rdquo; </font></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><o:p><font size="3" face="Calibri">&nbsp;</font></o:p></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><font size="3" face="Calibri">Kissell spent 27 years working in textiles before being elected to Congress. This was the second volunteer clean-up effort organized by Kissell since the March 3 tornado.</font></p><p class="MsoNormal" style="margin: 0in 0in 0pt"><o:p><font size="3" face="Calibri">&nbsp;</font></o:p></p><p class="MsoNormal" style="margin: 0in 0in 0pt"><font size="3" face="Calibri">&ldquo;I am glad to join members of our Congressional Youth Council, volunteers and families in Harrisburg once again to continue to work to get folks back on their feet,&rdquo; said Kissell. &ldquo;The progress made since the tornado touched down here has been incredible. It's very important that we protect Social Security and Medicare and ensure that affordable and effective healthcare and assisted living facilities are available for our parents, grandparents and all who came before us.&rdquo;</font></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><o:p><font size="3" face="Calibri">&nbsp;</font></o:p></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><font size="3" face="Calibri">The Lutheran Home has offered nursing and assisted living, as well as short and long-term rehabilitation, in Albemarle since 1971. The April 20 deadline for submissions for the annual competition is approaching, and high school students (grades 9-12) from across the district are urged to submit their entries to any of Kissell&rsquo;s three district offices in Concord, Rockingham or Fayetteville.</font></font></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><o:p><font size="3" face="Calibri">&nbsp;</font></o:p></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><font size="3" face="Calibri">&ldquo;We have received creative artwork from students across our district, but I want to remind folks to continue to urge any students they know to take part in this exciting opportunity,&rdquo; said Kissell. &ldquo;I can&rsquo;t wait to gather with these local artists and their families to announce this year&rsquo;s winner, whose art will hang in our nation&rsquo;s capital.&rdquo;</font></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><o:p><font size="3" face="Calibri">&nbsp;</font></o:p></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><font size="3" face="Calibri">Each high school may make an unlimited number of entries, but each student is allowed one submission. The winning piece will be part of an exhibition displayed in the tunnel leading to the U.S. Capitol Building for a period of one year. Entries must be submitted by 5 p.m. on April 20 to one of Kissell&rsquo;s district offices at 325 McGill Ave., Suite 500, Concord, NC, 28027; 230 E. Franklin St., Rockingham, NC, 28379; or 6257 Raeford Rd., Suite 2, Fayetteville, NC, 28304.</font></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><o:p><font size="3" face="Calibri">&nbsp;</font></o:p></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><font size="3" face="Calibri">Submitted work can be no larger than 28 inches by 28 inches when framed, and the depth cannot exceed more than four inches. Judged categories are painting, drawings, collages, prints, photographs and computer-generated works. I was also eager to reiterate my support for military investment in the Laurinburg-Maxton Airport to allow for increased military use. The USIFI is a division of Industrial Fabrics Association International, a trade group made up of more than 1,800 member companies, including many in North Carolina.</font></font></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><o:p><font size="3" face="Calibri">&nbsp;</font></o:p></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><font size="3" face="Calibri">&ldquo;I am honored to be recognized by these leaders of the textile industry,&rdquo; said Kissell. &ldquo;After spending 27 years in textiles, I know the devastating effects misguided policies have had on our economy. It is very important that we continue to advocate for the protection of domestic manufacturers and do everything we can in order to provide U.S. companies a level playing field and a path to success. He understands the industry and how to make it successful once again. The bipartisan legislation, endorsed by USIFI and other manufacturing groups, passed the House unanimously in the 111<sup>th</sup> Congress and has recently been introduced in the Senate by Sen. Jay Rockefeller (D-WV), Sen. Susan Collins (R-ME) and Sen. It&rsquo;s great for the young folks to see how much of a difference they can make in just one day, leaving a lasting mark on the community and providing hope for people in need. Kissell joined former Concord City Councilman Bill Cone, President of Kannapolis Construction Company, and his son and company Vice President, Brian Cone, to see their innovative project, Fairview Flex, an office building that is being constructed using green and reused energy-efficient materials. Kissell and Cone discussed the use of sustainable energy and the importance of local small businesses being successful in the current economy.</font></font></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><o:p><font size="3" face="Calibri">&nbsp;</font></o:p></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><font size="3" face="Calibri">&ldquo;It&rsquo;s exciting to see this innovation happening right here in Kannapolis,&rdquo; said Kissell. &ldquo;This project is a perfect example of utilizing our local resources to provide a great way to stimulate economic activity, while also saving costs for businesses. I&rsquo;m so impressed by the emphasis on building with local, reused materials&mdash;literally incorporating pieces of Cabarrus County&rsquo;s history into our next chapter as a community. We need to continue to highlight projects like this one that can provide a much-needed boost to our economy, providing a unique opportunity for businesses in our area.&rdquo;</font></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><o:p><font size="3" face="Calibri">&nbsp;</font></o:p></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><font size="3" face="Calibri">Materials used in the building&rsquo;s construction include wood originally used in Cannon Mills for the decking, salvaged metal that once covered the Coca-Cola sign in downtown Concord and old doors from Concord&rsquo;s Fire Station #1. There is also a rainwater capture system, which is used for irrigation and as a water source for the building&rsquo;s plumbing system.</font></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><o:p><font size="3" face="Calibri">&nbsp;</font></o:p></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><font size="3" face="Calibri">&ldquo;We are very pleased and appreciative that Congressman Kissell was able to take the time to come out and see what we&rsquo;ve done with the site,&rdquo; said Cone. &ldquo;We&rsquo;re a private business and we&rsquo;re doing something that no one in Cabarrus County has done before. Our project is not government funded, but we&rsquo;ve taken the initiative to incorporate sustainable features in our construction, including the water harvesting system which will help cut costs and water usage in the building. The program provides free dental services through two-day dental clinics set up in communities around the state.         <![CDATA[<p style="margin: 0in 0in 0pt" class="MsoNormal"><font size="3"><font face="Calibri"><b>WASHINGTON, DC</b> &ndash; Today, the U.S. House of Representatives passed a bipartisan bill cosponsored by Representative Larry Kissell (NC-08) to allow the U.S. Department of Commerce to impose duties on imports from non-market economies, such as China. The bill protects American manufacturing by working to combat illegal dumping and flooding of Chinese goods and products in the U.S. market.</font></font></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><o:p><font size="3" face="Calibri">&nbsp;</font></o:p></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><font size="3" face="Calibri">&ldquo;This legislation is a step in the right direction to help preserve and protect manufacturing jobs in America,&rdquo; Kissell said. &ldquo;This bill is another vital step in leveling the playing field for American manufacturers who have struggled as a result of unfair trade practices at the hands of nations such as China. Whether it&rsquo;s steel or solar panels or textiles, we&rsquo;ve seen China continue to keep their thumb on the scale and further the imbalance of trade relations. This legislation helps give our government teeth to go after them and enforce the laws we already follow and show China that it&rsquo;s beyond time they start playing by the rules.&rdquo;</font></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><o:p><font size="3" face="Calibri">&nbsp;</font></o:p></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><font size="3" face="Calibri">The bill will allow the Commerce Department to impose duties on imports from non-market economy countries. The bill amends the Tariff Act of 1930 and allows the Commerce Department to retroactively impose tariffs dating back to Nov. 20, 2006. China&rsquo;s continued subsidization of entire sectors of its economy has created a legal difficulty in separating the revenues of the specific industry that is at fault for dumping. This legislation clarifies the GPX. v. U.S. Federal Appeals Case which ruled against enforcement of these important trade laws.</font></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><o:p><font size="3" face="Calibri">&nbsp;</font></o:p></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><font size="3" face="Calibri">&ldquo;American jobs and American manufacturing must be protected from the predatory practices of foreign countries. This legislation will make sure that proper duties are imposed on imports from countries such as China who have taken unfair advantage of the market,&rdquo; Kissell added. &ldquo;They&rsquo;ve continued to skirt our laws and break the rules, and we must have the tools we need to fight back and end this cycle of deception. As a member of the Agriculture Committee, I am committed to representing the interests of our farmers and ranchers. I was pleased to hear from Allen and his fellow cotton growers, and I&rsquo;ll continue to work to make sure the needs of cotton growers are heard, and that our agriculture industry in North Carolina continues to prosper.&rdquo;</font></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><o:p><font size="3" face="Calibri">&nbsp;</font></o:p></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><font size="3" face="Calibri">The agriculture industry is a $70 billion sector of the state&rsquo;s economy, and accounts for one-fifth of jobs in North Carolina.&nbsp;Kissell has served on the House Agriculture Committee since being sworn into office in January 2009.</font></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><o:p><font size="3" face="Calibri">&nbsp;</font></o:p></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><font size="3" face="Calibri">&ldquo;We are very fortunate as cotton farmers to have Congressman Kissell on the Agriculture Committee,&rdquo; said McLaurin, a cotton grower in Laurel Hill. &ldquo;We thank him for all of his support of the farm industry. Burleson grows cotton in Richfield that is then ginned in New London to be used by Cotton of the Carolinas as part of their &ldquo;Dirt to Shirt&rdquo; movement, an effort to grow, process and produce cotton shirts entirely within the state of North Carolina. </font></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><o:p><font size="3" face="Calibri">&nbsp;</font></o:p></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><font size="3" face="Calibri">&ldquo;Our farmers are the absolute best stewards of our land, and nothing is more Made in America than the hard work of growing goods that sprout directly from our soil to feed and clothe our nation,&rdquo; added Kissell. &ldquo;My colleagues and I on the Agriculture Committee have been working hard to create a Farm Bill that best represents the interests of our farming community.         <![CDATA[<p style="margin: 0in 0in 0pt" class="MsoNormal"><font size="3"><font face="Calibri"><b>THOMASVILLE, NC</b> &ndash; Representative Larry Kissell (NC-08) announced that the Department of Labor has certified a Trade Adjustment Assistance petition for employees of Thomasville Furniture Industries, Inc. The petition will cover all administrative support service workers of Thomasville Furniture Industries who lost their jobs on or after February 13, 2010, through two years from the date of certification.</font></font></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><o:p><font size="3" face="Calibri">&nbsp;</font></o:p></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><font size="3" face="Calibri">&ldquo;The TAA petition certification will help these former employees with education, retraining and assistance in finding new jobs,&rdquo; Kissell said. &ldquo;While the TAA petition certification will provide a temporary relief to these folks in a time when they need it most, the loss of jobs and profits for an American company due to an increase in imports of cheaply made products from companies overseas reinforces the dire need for our nation to do absolutely everything we can to support American-made products.&rdquo;</font></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><o:p><font size="3" face="Calibri">&nbsp;</font></o:p></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><font size="3" face="Calibri">The TAA Program provides aid to former employees of a company that has laid off workers due to a decrease in sales or production as a result of an increase in imports of foreign goods that directly compete with the company&rsquo;s product. Workers may be eligible for training, job search and relocation allowances, income support and other reemployment services. </font></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><o:p><font size="3" face="Calibri">&nbsp;</font></o:p></p><p style="margin: 0in 0in 0pt" class="MsoNormal"><font size="3" face="Calibri">Kissell is also currently working with officials at Thomasville Furniture to fight proposed changes to the State Department&rsquo;s Packaged Home Program, through which the company is contracted to provide furnishings to American embassies and housing abroad.
